La Secretaría de Economía publicó el oficio No. 414.2020.654 de fecha 20 de marzo de 2020 las medidas que tomará para mantener la operación de trámites de Comercio Exterior de forma remota derivado de las recomendaciones anunciadas por la Secretaría de Salud estarán vigentes a partir del lunes 23 de marzo de 2020.

Los trámites que se realizan dentro de la Ventanilla Digital Mexicana de Comercio Exterior (VUCEM), continuarán su operación de manera ordinaria, por lo que se podrán ingresar solicitudes por esa vía y se emitirán las resoluciones a través de esta.

Si el trámite del programa IMMEX/PROSEC requiere que se complemente con el envío de información a través de un correo electrónico, se deberá realizar atendiendo a lo señalado en el siguiente apartado.

La recepción de documentos fuera de VUCEM, el envío de autorizaciones, correspondientes a los trámites que se llevan a cabo mediante correo electrónico mantendrá su atención de manera regular, a través de las siguientes cuentas:

*Ya no es necesario marcar copia a los correos habilitados de manera temporal durante el aislamiento de redes de la Secretaría de Economía.

En otras disposiciones se encuentran los Permisos Previos de Exportación de Azúcar, que a partir de este 23 de marzo de 2020 se enviarán de manera ordinaria a través de los correos electrónicos señalados, mismas que contarán con firma de facsímil y no así con firma autógrafa.

La SE informó a la Administración General de Aduanas y al Departamento de Comercio de Estados Unidos el cambio en las nuevas licencias a fin de no tener ningún problema en su aceptación. Asimismo, los permisos expedidos con anterioridad (con firma autógrafa), continuarán siendo válidos en los términos en que fueron expedidos.

Tratándose de las solicitudes de ampliación sensible y ampliación subsecuente IMMEX, se aceptará incluso SIN la ratificación del Contador Público en la Oficina de Representación correspondiente, que se refieren las reglas 3.3.3 y 3.3.6 de las Reglas de Comercio Exterior de la Secretaría de Economía.

El sistema de Certificados de Origen G2 opera de manera normal, por lo que se podrán solicitar los certificados y se emitirán las resoluciones a través de la misma vía.

El Sistema de Certificados Normas-Aduanas seguirá recibiendo toda la información contenida en el Certificado de Cumplimiento correspondiente en términos de lo señalado por la fracción I del numeral 5 del Anexo 2.4.1 del Acuerdo de Reglas de la Secretaría de Economía.

El plazo de respuesta de los certificados de origen, así como los TPL’s será de tres días hábiles a partir del ingreso de la solicitud correspondiente, y podrán ser recogidos por los usuarios en las oficinas de representación de la Secretaría de Economía en la Dirección General de Facilitación Comercial y de Comercio Exterior en horas y días hábiles.

Los certificados expedidos al amparo del Tratado de Libre Comercio con la Unión Europea, el Tratado de Libre Comercio con la Asociación Europea de Libre Comercio y/o el Acuerdo para el fortalecimiento de la Asociación Económica entre los Estados Unidos Mexicanos y el Japón, serán entregados en un plazo de 12 días hábiles posteriores al ingreso de la solicitud, o, en su caso, se deberá hacer uso del esquema de “Exportador Autorizado” utilizando el número otorgado por la SE.

The procedures that are carried out within the Mexican Digital Window for Foreign Trade (VUCEM) will continue operating on a regular basis, so applications can be entered through that channel and resolutions will be issued through it.

If the processing of the IMMEX/PROSEC program requires that it be complemented with the sending of information via e-mail, this must be done in accordance with the following section.

The reception of documents outside VUCEM, the sending of authorizations, corresponding to the procedures that are carried out by means of electronic mail will maintain its attention in a regular way, through the following accounts:

* It is no longer necessary to mark copies to the mailboxes enabled temporarily during the isolation of networks of the Secretariat of Economy.

In other provisions, there are the Preliminary Sugar Export Permits, which as of March 23, 2020 will be sent in an ordinary manner through the indicated e-mails, which will have a facsimile signature and not an autographic signature.

The SE informed the General Administration of Customs and the Department of Commerce of the United States of the change in the new licenses in order not to have any problem in their acceptance. Likewise, the permits issued previously (with autograph signature), will continue to be valid in the terms in which they were issued.

Requests of sensitive extension and subsequent extension IMMEX will be accepted even WITHOUT the ratification of the Public Accountant in the corresponding Representative Office, referred to in rules 3.3.3 and 3.3.6 of the Foreign Trade Rules of the Secretariat of Economy.

The G2 Certificate of Origin system operates normally, so certificates can be requested, and resolutions issued through the same channel.

The System of Standard-Customs Certificates will continue to receive all the information contained in the corresponding Certificate of Compliance in terms of the provisions of section I of number 5 of Annex 2.4.1 of the Agreement on Rules of the Secretariat of Economy.

The response time for the certificates of origin, as well as the TPL’s will be three working days from the date of entry of the corresponding request, and may be collected by users at the representative offices of the Secretariat of Economy at the General Directorate for Trade Facilitation and Foreign Trade in working hours and days.

Certificates issued under the Free Trade Agreement with the European Union, the Free Trade Agreement with the European Free Trade Association and/or the Agreement for the Strengthening of the Economic Partnership between the United Mexican States and Japan, will be delivered within 12 working days after the application is filed, or, if applicable, the “Authorized Exporter” scheme must be used using the number granted by the SE.
