Segunda reunión de la Comisión de Libre Comercio del T-MEC.
El 8 de julio de 2022, en Vancouver, Canadá, se celebró la 2ª reunión de la Comisión de Libre Comercio del Tratado entre México, Estados Unidos y Canadá (T-MEC), en donde las ministras de los tres países revisaron los trabajos de los comités y grupos establecidos para la implementación del tratado, en particular sobre: Comercio Agropecuario, Biotecnología Agrícola, Facilitación Comercial, Entrada Temporal, Disputas Comerciales Privadas, Medidas Sanitarias y Fitosanitarias, Obstáculos Técnicos al Comercio, Servicios de Transporte, Empresas Propiedad del Estado y Buenas Prácticas Regulatorias.
También se revisaron temas sobre competitividad de América del Norte, Pequeñas y Medianas Empresas (PyMEs) y comercio inclusivo, asuntos laborales y medio ambiente.
De acuerdo con la información de la Secretaría de Economía, se establecieron los siguientes acuerdos.
Competitividad de América del Norte.
- Reconociendo que las cadenas de suministro integradas son una ventaja competitiva para América del Norte y mantener los flujos comerciales en situaciones de emergencia es esencial para los tres países. Las ministras instruyeron al Comité de Competitividad que concluya, dentro de los próximos 90 días, las negociaciones para el establecimiento de un Subcomité cuyo objetivo será mantener, restablecer o hacer frente a cuestiones relacionadas con el flujo comercial entre las Partes ante situaciones de emergencia. Bajo este comité se creará un grupo de trabajo para coordinar un entendimiento común sobre las prioridades de infraestructura critica.
- Con el objetivo de impulsar una clase media vibrante y en crecimiento, se realizarán eventos en materia de desarrollo de la fuerza laboral en cada país con el fin de entender los enfoques nacionales, intercambiar mejores prácticas y explorar soluciones regionales para enfrentar los desafíos del desarrollo de la fuerza laboral.
PyMEs y Comercio Inclusivo.
- Reafirmaron el compromiso de incrementar la participación en el comercio internacional de PyMEs lideradas por mujeres, pueblos indígenas y otros grupos subrepresentados, así como facilitar su acceso al mercado de América del Norte.
- Se reconoció el trabajo del Comité de Asuntos PyME quién ha realizado varias actividades en los últimos dos años. México se encuentra a cargo de la organización del próximo Diálogo PyME en 2023.
- Reconocieron la respuesta de los comités a su directiva de mayo de 2021 de explorar nuevos enfoques para interactuar mejor con las comunidades subrepresentadas en temas comerciales, destacando la directiva sobre comercio inclusivo para los trabajos de los comités del T-MEC y el establecimiento de un Subcomité de diversidad e inclusión por parte del Comité Consultivo de Controversias Comerciales Privadas.
Asunto Laborales.
- Reiteraron su compromiso para abordar el trabajo forzoso en las cadenas de suministro; se analizaron las oportunidades para continuar compartiendo las mejores prácticas, experiencias y lecciones aprendidas en relación con el trabajo forzoso y otras formas de explotación laboral.
- Presentaron los pasos que cada país está dando para implementar la obligación de prohibir la importación de bienes producidos mediante trabajo forzoso. Estableciendo que se continuará el conversando sobre la forma de avanzar en materia laboral en el próximo Consejo Laboral en 2023.
Medio Ambiente.
- Se continuarán los trabajos para fortalecer la implementación del Capítulo de Medio Ambiente. Por lo que el comité realiza un estudio que permitirá identificar las oportunidades para fortalecer la colaboración bilateral y trilateral existente entre las Partes y con la Comisión de Cooperación Ambiental de América del Norte. En la reunión de otoño de 2022 se establecerán las posibles acciones futuras.
- En foros multilaterales se promoverá el comercio sostenible, impulsando políticas comerciales que sean sostenibles, transparentes e inclusivas.
Como próximos pasos se acordó que los comités deberán explorar formas de involucrarse mejor con las comunidades subrepresentadas para garantizar que el T-MEC beneficie a aquéllas que históricamente no han sido del todo beneficiados por el comercio.
Finalmente, se acordó que antes de que concluya el 2022 los subsecretarios se reunirán para evaluar el progreso en las áreas destacadas e identificar oportunidades en curso para compromisos futuros.
Las tres ministras coincidieron en que el T-MEC es clave para enfrentar los retos del crecimiento económico y los retos que plantea la pandemia del COVID.

On July 8, 2022, in Vancouver, Canada, the 2nd meeting of the Free Trade Commission of the Free Trade Agreement between Mexico, the United States and Canada (T-MEC) was held, where the ministers of the three countries reviewed the work of the committees and groups established for the implementation of the treaty, in particular on: Agricultural Trade, Agricultural Biotechnology, Trade Facilitation, Temporary Entry, Private Trade Disputes, Sanitary and Phytosanitary Measures, Technical Barriers to Trade, Transportation Services, State-Owned Enterprises and Good Regulatory Practices.
They also reviewed topics on North American competitiveness, small and medium-sized enterprises (SMEs) and inclusive trade, labor issues and the environment.
According to information provided by the Ministry of Economy, the following agreements were established.
North American competitiveness.
- Recognizing that integrated supply chains are a competitive advantage for North America and maintaining trade flows in emergency situations is essential for all three countries. The Ministers instructed the Competitiveness Committee to conclude, within the next 90 days, negotiations for the establishment of a Sub-Committee whose objective will be to maintain, restore or address issues related to trade flows between the Parties in emergency situations. Under this committee, a working group will be created to coordinate a common understanding on critical infrastructure priorities.
- With the goal of fostering a vibrant and growing middle class, workforce development events will be held in each country to understand national approaches, share best practices and explore regional solutions to address workforce development challenges.
SMEs and Inclusive Trade.
- They reaffirmed the commitment to increase the participation in international trade of SMEs led by women, indigenous peoples and other underrepresented groups, as well as to facilitate their access to the North American market.
- The work of the SME Affairs Committee, which has carried out several activities over the past two years, was recognized. Mexico is in charge of organizing the next SME Dialogue in 2023.
- They acknowledged the committees’ response to their May 2021 directive to explore new approaches to better engage with underrepresented communities on trade issues, highlighting the directive on inclusive trade for the work of the T-MEC committees and the establishment of a Subcommittee on Diversity and Inclusion by the Private Commercial Disputes Advisory Committee.
Labor Matters.
- They reaffirmed their commitment to address forced labor in supply chains; opportunities to continue sharing best practices, experiences and lessons learned regarding forced labor and other forms of labor exploitation were discussed.
- They presented the steps that each country is taking to implement the obligation to prohibit the importation of goods produced through forced labor. Establishing that the discussion on how to move forward on labor issues will continue at the next Labor Council in 2023.
Environment
- Work will continue to strengthen the implementation of the Environment Chapter. Therefore, the committee is conducting a study to identify opportunities to strengthen the existing bilateral and trilateral collaboration between the Parties and with the North American Commission for Environmental Cooperation. Possible future actions will be established at the fall 2022 meeting.
- Sustainable trade will be promoted in multilateral forums, encouraging trade policies that are sustainable, transparent and inclusive.
As next steps, it was agreed that the committees should explore ways to better engage with underrepresented communities to ensure that the T-MEC benefits those who historically have not benefited fully from trade.
Finally, it was agreed that before the end of 2022, the undersecretaries will meet to assess progress in the areas highlighted and identify ongoing opportunities for future engagement.
The three ministers agreed that the T-MEC is key to meeting the challenges of economic growth and the challenges posed by the COVID pandemic.
