A través de un comunicado se informó que el Pleno del Senado de la República aprobó,  en lo general, con 74 votos a favor y 29 abstenciones, expedir la Ley Federal de Austeridad Republicana, la cual según se lee “sustentará una política administrativa para optimizar los recursos con que cuenta el Gobierno”.

La puesta en marcha de esta Ley tiene un impacto en el sector del comercio exterior mexicano así como en la economía, debido a que las oficinas de representación comercial de la Secretaría de Economía (SE) en la Organización Mundial del Comercio (OMC), de la Secretaría de Agricultura y Desarrollo Rural (SADER), y del Banco Nacional de Comercio Exterior (BANCOMEXT), serían cerradas y quedaría un área incompleta para defender los intereses de México ante las disputas comerciales. También se perdería fuerza en el trabajo de consolidación y apertura de nuevos socios y contactos fuera del país, en busca de generar oportunidades de negocios que ayuden a la creación de empleos y permitan importar productos y servicios de calidad a precios accesibles.

La Ley Federal de Austeridad Republicana prohíbe el funcionamiento de delegaciones gubernamentales fuera de México que no estén enfocadas a áreas tales como seguridad o impartición de justicia. Esto a su vez genera una problemática de combinar en la agenda del país el área de comercio exterior con temas como migración, narcotráfico, seguridad y derechos humanos. Parte del éxito en el pasado de la política comercial ejecutada por los funcionarios mexicanos ha sido manejar de manera independiente el área en referencia, la pregunta sería qué pasará con los puestos laborales de dichos funcionarios.

“Con ello, se busca aportar elementos técnicos que sustenten posibles ajustes al contenido de los marcos jurídicos por parte del Congreso, a fin de reducir riesgos, irregularidades y opacidad en la gestión financiera del sector gubernamental. Con su aplicación se obtendrán ahorros que no generarán impactos presupuestarios negativos, ya que se haría una reasignación de recursos a fin de mejorar la distribución y calidad del gasto, ahorros que derivarán de diversos rubros”, según señala el comunicado respecto a los beneficios que derivarían de implementar la Ley Federal de Austeridad Republicana.

La dinámica natural del comercio internacional genera por sí sola problemáticas y disputas que necesitan enfrentar sus actores con los mayores y mejores elementos posibles, lo anterior debido a la importancia que tiene el comercio exterior en la economía del país: el valor de las importaciones y exportaciones equivalen prácticamente al 75% del Producto Interno Bruto de México, acorde a recientes declaraciones de Luz María de la Mora, Subsecretaria de Comercio Exterior de la SE.

Por citar algunos ejemplos de las oficinas que cerrarían operaciones destacan: en Washington DC, en Ottawa, en Bruselas, en Ginebra, en Uruguay, en Francia, en Tokio, en Beijing y en Hong Kong. Asimismo se perderían las oficinas que se tienen en la Asociación Latinoamericana de Integración (ALADI), y en la Organización para la Cooperación y el Desarrollo Económicos (OCDE).

Through a report, it was informed that the Senate of the Republic approved, in general, with 74 votes in favor and 29 abstentions, to issue the Republican Austerity Law, which it is read: “it will support an administrative policy to optimize the resources available to the Government”.

This law has an impact on the Mexican foreign trade sector, as well as in economy. The trade representative offices of the Secretariat of Economy (SE) in the World Trade Organization (WTO), of the Secretariat of Agriculture and Rural Development (SADER), and of the National Bank of Foreign Trade (BANCOMEXT), would be closed and would be left as an incomplete area to defend Mexico’s interests before trade arguments. It would also lose power in the work of consolidating and opening new partners and contacts outside the country, which seek to generate business opportunities that help create jobs and allow importing quality products and services at affordable prices

The Republican Austerity Law forbids the operation of government delegations outside Mexico that are not focused on areas such as security or the dispensing of justice. This generates a problem when the country’s agenda regarding foreign trade when merging with matters of migration, drug dealing, security, and human rights. Part of the past success of the trade policy implemented by Mexican officials has been to independently manage the area in question, the question would be what would happen to the jobs of those officials.

“The aim is to provide technical elements to support possible adjustments to the content of legal frameworks made by the Congress, in order to reduce risks, irregularities and clouding in the financial management of the government sector. Its application will result in savings that will not generate negative budgetary impacts, since a reallocation of resources would be made in order to improve the distribution and quality of expenses, savings that will derive from various items”, according to the official statement regarding the benefits that would derive from implementing the Republican Austerity Law.

The natural dynamics of international trade generates by itself problems and disputes that its agents need to face with the largest and best possible elements. This is due to the importance that foreign trade has in the country’s economy: the value of imports and exports is equivalent to almost 75% of Mexico’s Gross Domestic Product, according to recent statements by Luz María de la Mora, Sub-secretary of Foreign Trade of the SE.

To cite a few examples of offices that would close operations are: in Washington DC, Ottawa, Brussels, Geneva, Uruguay, France, Tokyo, Beijing and Hong Kong. The offices in the Latin American Integration Association (ALADI) and the Organization for Economic Cooperation and Development (OECD) would also be lost.
