“BREXIT Y SUS AFECTACIONES EN EL COMERCIO EXTERIOR DE MÉXICO” / “BREXIT AND HOW IT AFFECTS MEXICAN FOREIGN TRADE”

El 24 de junio de 2016 una noticia histórica fue publicado en distintos medios de comunicación a nivel mundial que ha puesto a temblar no solo a la Unión Europea sino al mundo entero afectando directamente en sus mercados financieros que sin duda, tendrá consecuencias en las relaciones comerciales, económicas, políticas, sociales entre muchas más que tiene la Unión Europea con el resto del mundo y claramente, incluyendo México. Lo denominan el “B R E X I T”
El B R E X I T es una abreviatura de dos palabras en inglés, Britain (Gran Bretaña) y exit (salida), que significa la salida del Reino Unido de la Unión Europea.
A través de un referéndum al interior del Reino Unido, los británicos han votado con 51.8 % de los votos (15.2 millones) la salida del Reino Unido de la Unión Europea, frente al 48.3 % para la permanencia (14.1 millones) convirtiéndose en el primer miembro en abandonar la Unión Europea provocando una gran afectación y caída de los mercados financieros que han reaccionado con una notoria volatilidad y un movimiento de capitales hacia activos que se consideran seguros.
A continuación algunos aspectos relevantes de este acontecimiento histórico:
- Causas del BREXIT
Algunos de los políticos al interior del Reino Unido que defienden su salida de la Unión Europa, justifican su decisión por causas de inmigración afirmando, que el Reino Unido necesita limitar la migración para aliviar la presión sobre la vivienda, el bienestar, el empleo y los salarios e insisten que no es posible realizarlo dentro de la UE, ya que la gente puede vivir y trabajar en cualquier país de la región.
En este mismo sentido los británicos señalan, que es necesario recuperar el completo control de sus fronteras y que se reduzca el número de extranjeros que llegan al país en busca de trabajo.
Otro de los aspectos relevantes, son respecto de su economía, afirmando que los negocios británicos están siendo sofocados por las regulaciones de la UE y que prosperarían mucho mejor si se liberaran de estas regulaciones.
Gran Bretaña es la quinta mayor economía del mundo, y las afectaciones a este país causarían un impacto al mercado global inevitablemente.

- Consecuencias financieras
Con esta decisión al interior del Reino Unido a partir de ahora se enfrentan a grandes desafíos como son la caída de la libra donde el Banco de Inglaterra pronostica la caída en picada de la moneda, la caída de la bolsa, una posible recesión, desempleo, alzas de impuestos y recortes de gastos, entre otras.
Al exterior, dentro de los aspectos más relevantes se observaron:
- Las Bolsas Europeas se hunden un 8% este viernes 24 de junio, pronosticando una mayor caída a partir de la salida formal.
- El dólar estadunidense se ubicó en 19.52 de acuerdo con Reuters.
- La libra esterlina se desploma más del 5% frente al euro y muy temprano había caído hasta 11% frente al dólar, restableciendo hasta un 7.55%
- El peso mexicano cotizo a las 07:39 am frente al dólar en 18.85 según Bloomberg
- El sector financiero retrocede un 14%, la industria automotriz perdía un 10.5%, entre otras.
- La Bolsa de Tokio cierra con una caída del 7.92% de acuerdo a la Agencia AFP.
- Las acciones chinas cayeron más del 1%
- Los precios del petróleo se caen un 6%. El crudo referencial Brent, que cotiza en Londres, pierde 2.67 dólares a 48.24 dólares el barril, mientras que los precios del petróleo en Estados Unidos retroceden 2.50 dólares a 47.60 dólares el barril.
El refugio inmediato es el ORO. Con la caída de la libra y las distintas monedas los inversionistas se han refugiado en el oro que subió entre 4.56% hasta 7.86% la mañana del 24 de Junio.

- Consecuencias comerciales para México y el resto de los países.
A nivel global, muchas empresas de todas partes del mundo tienen la sede de sus oficinas en el Reino Unido, con esta decisión, muchas empresas tendrán que revisar su estadía y tal vez reconsiderar el mudar sus operaciones a otros países de la Unión Europea.
Del mismo modo que tomó la decisión el Reino Unido, se puede desencadenar una reacción en cadena en los distintos países de la Unión Europea causando inestabilidad política, incertidumbre jurídica y comercial.
Si bien es cierto el comercio exterior con el Reino Unido representa sólo 0.7% por ciento del intercambio comercial mexicano total según lo indicó el Secretario de Hacienda y Crédito Público, si considero que el impacto económico-comercial para México será más relevante.
Recordemos que tres de los cinco bancos más importantes en México son europeos (BBVA Bancomer, Santander Serfin y HSBC) y recientemente en el sector agro-alimentario, por lo que las afectaciones serán directas a sus clientes. Lo anterior, sin dejar de lado que Londres es el centro financiero más grande de Europa.
Del mismo modo, el principal inversor extranjero en México es EE.UU con un 49% de la Inversión Extranjera Directa total en los últimos 15 años sin embargo, la UE tiene el 37.8% la cual se verá afectada sin duda.
Las consecuencias van más allá, salidas de capital de los mercados emergentes, los precios del petróleo, preocupación por el riesgo en el sistema bancario mundial, y en última instancia una recesión global.
Actualmente existen pocas empresas mexicanas que tienen relaciones comerciales con el Reino Unido sin embargo, afectará a estas pocas empresas su relación comercial debido a que no existe un Tratado de Libre Comercio que vincule directamente a ambas economías.
Por lo pronto el Secretario de Hacienda y Crédito Público dio a conocer en México a consecuencia de este evento, un nuevo ajuste al gasto público al gobierno federal, este no incluye a Pemex, este es por 31,715 millones de dólares con el objetivo de reducir la meta de déficit para el 2017.
Probablemente el intercambio comercial con el Reino Unido no sea relevante sin embargo, con la Unión Europea si lo es, y está si se verá gradualmente afectada. A continuación algunos datos comerciales entre México y la Unión Europea:
- Las relaciones comerciales entre la UE y México se rigen por el Tratado de Libre Comercio (TLC) vigente desde 2000
- Comercio total: 62.1 mil millones de USD en 2015
- La UE es el tercer socio comercial de México
- México es el socio comercial 14 de la UE
- Principales exportaciones de la UE a México: maquinaria, equipo eléctrico, auto partes, y productos del sector petrolero.
- El comercio de servicios ascendió a 11.8 mil millones de Euros en 2014
- El flujo acumulado de Inversión Extranjera Directa del año 2000 al 2015 es de 155.8 mil millones de USD.
- Principales exportaciones de México a la UE: combustibles minerales, equipos de transporte, maquinaria, productos eléctricos y electrónicos, equipo de óptica.
- Maquinaria industrial representó el 24% de todas sus exportaciones, seguido por equipo eléctrico con un 14%, el sector automotriz con el 7.5% y el sector del petróleo con un 5.4%
- Conclusiones
La decisión acertada o no del Reino Unido por separarse de la Unión Europea ha causado sin duda grandes afectaciones en todos los sentidos a nivel mundial. Sus causas bastante cuestionables, considerado que muchos de los inmigrantes que llegan a este país, son jóvenes que busca una oportunidad de trabajo favoreciendo el crecimiento económico de dicho país y de las empresas, tendrían que considerarse.
Nuestras relaciones comerciales ya se están viendo afectadas, dado que en la Unión Europea ya se está generando gran incertidumbre provocado por este evento.
Posterior al Brexit, el gobierno de México tendrá que abordar tanto con el Reino Unido como con la UE acuerdos comerciales que permitan conservar la relación comercial al menos como esta en este momento a fin de garantizar los negocios internacionales que se tienen sin embargo, esto será un proceso a mediano y largo plazo.
Lo que sí es importante resaltar, son las afectaciones en la actualidad hacia nuestras importaciones en todos los sectores derivadas de la volatilidad del tipo de cambio y los precios del petróleo. No podemos reducir las afectaciones únicamente a las operaciones comerciales que tenemos actualmente con los británicos, la afectación es macroeconómica.
Es cierto que el artículo 50 del Tratado de la Unión Europea (que nunca se ha utilizado antes) establece un límite de tiempo de dos años para llegar a un acuerdo de como tendría que ser la retirada de un Estado miembro sin embargo, lo fundamental será garantizar a la brevedad un acuerdo que preserve las condiciones de comercio como están, toda vez que los expertos dicen que los acuerdos comerciales pueden tomar entre cuatro y nueve años en promedio.
El Reino Unido votó para dejar en el referéndum el 23 de junio que saldrá de la Unión Europea no significa una salida inmediata sin embargo, se tendrán que tomar las medidas pertinentes respecto del comercio exterior tanto con el Reino Unido como con la Unión Europea toda vez que el voto BREXIT aumenta considerablemente la posibilidad de una recesión global. On June 24th, 2016 a historic news was published in different media around the world that not only makes the European Union tremble but the whole world, directly affecting in their financial markets that without any doubt, will have consequences in their trade, economic, politic, social relations, among others that the European Union has with the rest of the world and evidently, including Mexico. It has been named “B R E X I T”
The B R E X I T is an abbreviation of two English words, Britain and exit, that mean the exit of the Great Britain from the European Union.
Through a referendum in the interior of the United Kingdom, the British have voted with 51.8% of the votes (15.2 million) the exit of the United Kingdom from the European Union against 48.3% for the permanence (14.1 million), becoming the first member to abandon the European Union creating a great impact and collapse in the financial markets that have reacted with a notorious volatility and a movement of capital to assets that are considered safe.
Below are some relevant aspects of this historic event:
- Causes of the BREXIT
Some of the politicians in the interior of the United Kingdom that the defend its exit from the European Union justify their decision on immigration causes, stating that the United Kingdom needs to limit migration to alleviate the pressure regarding housing, welfare, employment, and the salaries, and insist that it is not possible to carry it out if they stay within the European Union since people can work and live in any country in the region.
In the same way, the British indicate that it is necessary to recover the total control of their borders and reduce the number of foreigners that arrive at the country in search of work.
Another relevant aspect is about their economy, claiming that the British businesses are being suffocated by the European Union´s regulations and that they would prosper much better if they were liberated from these regulations.
Great Britain is the fifth largest economy in the world, and the affectations to this country would inevitably cause an impact to the global market.
- Financial consequences
With this decision in the interior of the United Kingdom, from now on, they will face great challenges as the fall of the pound which the British Bank predicts the plummeting of their currency, the decline of the stock market, a possible recession, unemployment, increase in taxes, spending cuts, among others.
At the exterior, within the most relevant aspects the following are observed:
- The European stock markets will sink about 8% on June 24th, predicting a greater fall when the formal exit occurs.
- The American dollar was located at 19.52 according to Reuters.
- The pound sterling collapses more than 5% against the euro and very early it had fallen up to 11% against the dollar, restoring up to 7.55%.
- The Mexican peso quoted at 07:39 am against the dollar in 18.85 according to Bloomberg.
- The financial sector regresses about 14%, the automotive industry lost about 10.5%, among others.
- Tokyo Stock Exchange closes with a collapse of 7.92% according to the Agency AFP.
- The Chinese equities fell more than 1%.
- The price of petroleum fell about 6%. Brent crude oil, which is quoted in London, loses 2.67 dollars to 48.24 dollars per barrel, whereas the prices of petroleum in the United States regress 2.50 dollars to 47.60 dollars per barrel.
The immediate shelter is the GOLD. With the fall of the pound and the different currencies, investors have taken shelter in the gold that has increased between from 4.56% to 7.86% on June 24th.
- Trade consequences for Mexico and the rest of the world.
At a global level, many companies all over the world have their headquarters in the United Kingdom, with this decision, many companies will have to review their permanence and maybe reconsider moving their operations to other countries in the European Union.
In the same way, the United Kingdom took a decision a chain of reaction could be triggered in the different countries of the European Union causing political instability, legal and trade uncertainty.
While it is true that foreign trade with the United Kingdom represents only 0.7% of the total Mexican trade Exchange, according to Videgaray, it is considered that the trade-economic impact for Mexico will be more relevant.
Let´s remember that five of the most important Banks are European (BBVA Bancomer, Santander Serfin, and HSBC), and recently in the agri-food sector, therefore the affectations will be direct to their clients. This is without mentioning that London is Europe’s biggest financial center.
Likewise, the main foreign investor in Mexico is the USA with about 49% of the total Foreign Direct Investment in the last 15 years. Nonetheless, the European Union has 37.8%, which without any doubt will be affected.
The consequences go beyond, capital outflow from the emerging markets, petroleum prices, concern over the risk in the global bank system, and eventually, a global recession.
Currently, there are a few Mexican companies that have trade relations with the United Kingdom. However, these few companies will have their trade relation affected because there is no Free Trade Agreement that directly links both economies.
For the time being, the Secretary of the Treasury and Public Credit disclosed in Mexico as a consequence of this event, a new adjustment to the federal government public spending, this does not include Pemex, this is for 31,715 million dollars with the purpose of reducing the deficit target for 2017.
Probably the trade exchange with the United Kingdom is not relevant, nevertheless with it is relevant with the European Union, and they will find themselves gradually affected. Below are some trade data between Mexico and the European Union:
- The trade relations between the EU and Mexico are ruled by the Free Trade Agreement valid from 2000.
- Total Trade: 62.1 billion USD in 2015.
- The EU is Mexico’s third trade partner.
- Mexico is the EU´s 14th trade partner.
- Main exports from the EU to Mexico: machinery, electric equipment, auto parts, and products from the petroleum sector.
- The trade of services increased to 11.8 billion Euros in 2014.
- The accumulated flow of Foreign Direct Investment from 2000 to 2015 is 155.8 billion USD.
- Main exports from Mexico to the EU: mineral fuels, transport equipment, machinery, electric and electronic products, optical equipment.
- Industrial machinery represented the 24% of all their exports, followed by electric equipment with a 14%, the automotive sector with 7.5 %, and the petroleum sector with 5.4%.
- Conclusions
The United Kingdom’s accurate decision or not of separating from the European Union has caused, undoubtedly, great affectations in every way around the world. Its causes are very questionable; considering that many of the immigrants that arrive the country are young people searching for jobs, which benefits the economic growth of such country and the companies; therefore they would have to be considered.
Our trade relations are being affected since in the European Union great uncertainty is being generated due to this event
After the Brexit, the Mexican government will have to address with the United Kingdom as well as with the European Union, the trade agreements that allow the conservation of the trade relations, at least as it is now, with the purpose of ensuring the international businesses that exist. However, this will be a medium and long term process.
It is important to mention that the affectations at the moment towards our imports in all the sectors as a result of the volatility of the exchange rate and the prices of petroleum. We cannot reduce the affectations only to the trade operations that we currently have with the British, the impact is macroeconomic.
It is true that the article 50 of the European Union Agreement (that has never been used before) establishes a time limit of two years to reach an agreement of how a member State would have to withdraw. Yet, the crucial part will be to ensure, as soon as possible, an agreement that preserves the trade conditions as they are since the experts say that the trade agreements could take between four to nine years in average.
The United Kingdom voted to leave the European Union in the referendum on June 23rd. This does not represent an immediate exit; however, the necessary measures will have to be taken in regards to the foreign trade with the United Kingdom as well as with the European Union since the Brexit vote considerably increases the possibility of a global recession.
